Miao Wei: In the first half of the year, the growth rate of industrial added value above the national scale was 9.3%. This growth rate is not very high. Since the second half of last year, the industrial growth rate for several consecutive quarters has basically hovered in the range of 9% to 10%. Although the industrial economy has downward pressure, it is still within a reasonable forecast range.

The pressure on enterprises, especially small and micro enterprises, will be even greater. Therefore, in accordance with the requirements put forward by the central government, under the overall deployment of the State Council, we will respond to the downward pressure on the economy that may occur in the second half of the year from three aspects: steady growth, restructuring, and reform.

In terms of steady growth, we must actively encourage and promote information consumption, and use consumption to drive the growth of the entire economy. The State Council is about to introduce a new program to encourage information consumption, and further increase efforts to promote consumption from information products, information services and the establishment of an information platform. Miao Wei: In recent years, we have increased the intensity of eliminating backward production capacity, but frankly, the speed of new capacity is far greater than the speed of eliminating backward production capacity, which brings about the problem of overcapacity.

After research, in 2011 we determined the target tasks of eliminating backward production capacity in 19 industries in the “12th Five-Year Plan”. In order to adapt to the new requirements of overcapacity and air pollution prevention, we decided to further increase our efforts to complete the task of eliminating backward production capacity in the “Twelfth Five-Year Plan” one year ahead of schedule. On this basis, the target mission will be added, and more batches of backward production capacity will be eliminated in 2015. The specific target tasks are being communicated and negotiated with the local authorities. We hope that in this way, more backward production capacity will be withdrawn from the industry.

The Ministry of Industry and Information Technology recently announced the list of the first batch of backward production capacity eliminated this year. The regions, enterprises and production lines are very specific. After the list was published, it was generally recognized, and some companies and production lines in the list were questioned.
