Non-ferrous metals are the supporting materials for the development of high technology, and the industrial correlation is as high as 90%. Breaking through these challenges, none of them need to rely on technological advancement. The first is the challenge of international competition. China's development has always faced the pressure of developed countries to dominate economic and technological advantages. Western countries have not changed their policies on China's high-tech and product exports, and trade protectionism against China has become increasingly prominent. The progress of non-ferrous metal technology in the world is changing with each passing day. The exploration and development of non-ferrous metal resources is developing to the deep, continental shelf and deep sea; efficient and clean, environmentally friendly has become the mainstream of the industry; intelligent control means revolutionized the development of non-ferrous metals industry. We have to make a post-production and catch up, we have to work harder. The second is the challenge of resource and energy bottlenecks. When Europe and the United States modernize, there are only tens of millions of people, and now there are only a few hundred million people. In order to realize the modernization of 1.3 billion people in China, it is impossible to take the road of high consumption of energy resources. In 2010, China's copper, aluminum, lead and zinc concentrates have a self-sufficiency rate of only 40%, 50%, and 70%. Non-ferrous scientific research institutes and universities are the new force for independent innovation and industrial technology advancement. The company also provides a good testing ground and training ground for research institutes and universities. In recent years, the relevant state departments have successively built 18 national key laboratories and national engineering laboratories based on non-ferrous industry units, and built 20 national engineering research centers and more than 20 post-doctoral research stations. The Nonferrous Metals Industry Association also initiated the establishment of 19 industrial technology alliances in the nonferrous industry, of which four alliances were included in the national pilot. (3) Adhering to independent innovation and technology introduction “walking on two legs” is an inevitable choice to narrow the gap between China and developed countries. To advance scientific and technological progress and innovation, we must properly handle the relationship between the near future and the long-term. In the long run, we must focus on breaking through the core technologies, key technologies, and common technologies that restrict the upgrading of the non-ferrous metals industry, and work hard to solve major scientific and technological problems affecting the future development of the industry. In the near term, we must make full use of the opportunity of economic globalization, absorb and learn from the achievements of the world's advanced technological civilization, and take the road of technology introduction, digestion, absorption and re-innovation to make the non-ferrous metal industry in a shorter time and at a lower cost. Core technologies rank among the world's first. In the past few years, non-ferrous enterprises have strengthened their own investment, strengthened independent research and development, and cultivated a number of core technologies and key equipment with independent intellectual property rights, which has rapidly improved the level of production technology and equipment. For example, in the aspect of aluminum smelting equipment, the production technology and equipment for large pre-baked troughs of more than 300 kA have been basically popularized, and the world's largest 500 kA large prebaked trough has been completed and put into production. On the basis of introduction and digestion and independent research and development, a group of key enterprises have integrated and innovated flash smelting, Ausmelt or Aisa smelting technology, which has made China's copper, nickel, lead and tin smelting technologies reach the world advanced level. We have also introduced the world's most advanced double-flash copper technology to achieve "advanced, environmentally friendly, energy-saving, and efficient."

(4) Adhering to the people-oriented principle and strengthening the construction of the talent team is the basic link and source of power for technological innovation. Talent is the most valuable and important strategic resource. Independent innovation, talent-oriented. There are 28 academicians in the non-ferrous industry, 14 national design masters and thousands of senior experts. They are the most valuable wealth in the non-ferrous industry and a strong reliance on accelerating the scientific and technological progress of the industry. Over the years, the non-ferrous industry has made major breakthroughs in mining and mineral processing theory, rare earth separation technology, comprehensive utilization of resources, oxygen-enriched bottom blowing smelting, aluminum electrolytic energy-saving technology, etc., all of which embodies the leading figures in science and technology and the majority of scientific and technological workers. The wisdom and hard work embodies the creation and contribution of key enterprises in the non-ferrous industry.

(5) Persistence in the role of the Association in coordinating services is an effective guarantee for the scientific and technological progress of the industry. As a new type of industry organization, the association is a bridge and link between enterprises, governments, social organizations, research institutes and international institutions. Over the years, I have done some work in the role of coordinating services and ensuring technological advancement in the industry. We have improved the construction of the science and technology management work system, and built a complete technology management process covering basic research, technological innovation, technology awards, and results promotion, and explored a set of smooth and efficient technology management mechanisms and methods. Practice has proved that the role of third-party social organizations is an objective need for the development of modern science and technology.

While seeing the results, we should also clearly see that there are still many gaps in the level of scientific and technological development in China's non-ferrous industries and the requirements for building a strong non-ferrous metal country. First, the original innovation ability is insufficient. There are not many new technologies that are truly created and invented by China. Our high-tech product output ratio, scientific research input, cost profit margin and other indicators have a large gap compared with developed countries. Second, key core technologies are still subject to people. There is still a big gap between our equipment manufacturing level and advanced countries. The key technologies and core technologies for many industries have no independent intellectual property rights. Some high-performance materials involving national economic lifeline and national defense security, such as aluminum alloy structural materials for large aircraft, advanced rare earth functional materials, etc., still rely on imports. Third, the technical standards are weak. The domestic industry technical standards are insufficient in research and development, and the international standards lack the right to speak. The core materials standards for non-ferrous metals are mostly formulated by developed countries. Fourth, there is a lack of outstanding scientific research talents and insufficient scientific research leaders. At present, the number and level of scientific research talents in the non-ferrous industry cannot meet the needs of the development of the industry. The environment and mechanisms for talent growth and functioning need to be established and optimized, especially the young technology leaders are seriously inadequate, which affects the stamina of the industry's scientific and technological development. Fifth, there is insufficient investment in scientific research, and there are still some drawbacks in the scientific research system. Some scientific research units pursue short-term interests, weakening the application of basic research and common technology research, and the channels for collaborative research and technology promotion are not smooth. In 2010, the R&D investment of large and medium-sized industrial enterprises in the whole industry accounted for about 2% of the industrial added value, far lower than the level of developed countries.

3. Several key tasks in the development of science and technology in the industry during the 12th Five-Year Plan period
