The National Energy Administration, the Ministry of Industry and Information Technology, and the National Certification and Accreditation Regulatory Commission jointly issued the "Opinions on Promoting the Application and Industrial Upgrade of Advanced Photovoltaic Technology Products" in a joint effort to solve the problem of electricity-free population and remote areas. The electricity shortage problem and photovoltaic public welfare projects such as poverty alleviation projects, national foreign assistance projects, national and all levels of energy authorities organizing and implementing all kinds of photovoltaic power generation application demonstration projects, all levels of local governments use financial funds to support photovoltaic power generation projects, and at all levels Photovoltaic power generation projects installed on government institutions’ construction facilities will use the “leader” advanced technology products.

In 2013, the State Council's "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry" provided a strong market support for the development of the photovoltaic industry. At the same time, there have also been some problems such as the backwardness of production capacity, the inability to withdraw from the market in a timely manner, the inability of advanced technology products to enter the market, the slow upgrading of the overall technology of the photovoltaic industry, and the hidden dangers of photovoltaic power generation project quality.

In order to promote the application of advanced photovoltaic technology products and industrial upgrading and strengthen the quality management of photovoltaic products and projects, the National Energy Administration will annually arrange a special market scale to implement the “leadership” plan and require the use of advanced technology products. In 2015, the "leader" advanced technology products should meet the following targets: the photoelectric conversion efficiency of polysilicon battery modules and single crystal silicon battery modules respectively reached 16.5% and 17%; the photoelectric conversion efficiency of high-power condenser photovoltaic modules reached over 30%; The photoelectric conversion efficiencies of silicon-based, copper indium gallium selenide, cadmium telluride, and other thin-film battery modules reached 12%, 13%, 13%, and 12%, respectively.

It is reported that the "leader" plan is implemented through the construction of advanced technology photovoltaic power generation demonstration bases and new technology application demonstration projects. The National Energy Administration puts forward requirements for major technical progress indicators, construction regulations, operation management, and information monitoring of demonstration projects. The provincial energy authorities select the development and investment enterprises with strong technical capabilities and investment management capabilities through competitive comparison and selection mechanisms, and the enterprises pass the market. The mechanism selects products that meet the "leader" advanced technical indicators.

The relevant person in charge of the National Energy Administration stated that in the future, it is necessary to give full play to the decisive role of market allocation of resources, increase the market access standards of photovoltaic products, and guide the progress of photovoltaic technology and industrial upgrading.
