**Notice of the "4·16" Dust Explosion Accident**

On April 16, 2014, around 10:00 a.m., a dust explosion occurred at the stearic acid granulation tower of Nantong City, Rugao City, Dongchen Town’s Shuangma Chemical Co., Ltd. (hereinafter referred to as Shuangma Company) during normal production. While maintenance workers were installing a gas oscillator outside the warehouse and welding a support frame for an atomized water pipe, an explosion of stearic acid dust took place, resulting in 8 deaths and 9 injuries.
Shuangma Company was established in June 1997 and currently employs 246 staff members. It primarily produces and sells stearic acid and glycerin. The company has an annual capacity of 100,000 tons of stearic acid and 10,000 tons of glycerin. It uses imported palm oil as raw material and processes it through catalytic hydrogenation, high-pressure hydrolysis, fatty acid distillation, glycerol refining, and granulation and slicing.
The explosion happened in the granulation workshop, which is a two-story steel structure with multi-level towers. The granulation tower, where the explosion occurred, is a 27-meter-tall structure with a diameter of 4.5–7.0 meters. Stearic acid in a molten state is sprayed from the top and cooled by counter-current contact with air from the bottom, forming solid particles.
According to preliminary analysis, the direct cause of the accident was that Shuangma Company installed gas oscillators and performed welding work on the atomized water pipe support frame without stopping the material flow, leading to the accumulation of stearic acid dust. This resulted in an explosion, followed by a fire, which caused structural failure of the steel frame beneath the tower and the collapse of the granulation tower. The detailed cause is still under investigation.
Following the incident, senior officials emphasized the importance of rescuing the injured, identifying the root cause, and strengthening safety measures in high-risk industries. The State Administration of Safety Supervision called for immediate action, including expert investigations, timely reporting, and preventing similar accidents. It also urged companies to learn from this tragedy and take steps to prevent all types of dust explosions.
**First, strengthen the main responsibility of safe production and improve dust site management.**
Companies must fully understand the risks of dust explosions and implement their safety responsibilities effectively. They should establish and improve dust safety regulations, conduct regular risk assessments, ensure proper ventilation and dust removal systems, and equip sites with detection instruments. Employees should be trained on safety procedures and emergency response to ensure they are prepared for potential hazards.
**Second, further strengthen the management of hot work and other direct operations.**
Regions must enforce the “Ten Provisions†for chemical safety, and companies should strictly follow national standards when conducting hot work. Risk assessments must be done before any operation, and dust should be removed before exposure to heat sources. Approval systems must be strictly enforced, and emergency equipment should be ready to handle unexpected situations.
**Third, continue to investigate and manage hidden dangers.**
Companies should conduct comprehensive assessments of dust-related risks, test combustible substances, and develop targeted measures to eliminate hazards. Hazardous chemical companies must follow guidelines for accident hazard investigation and ensure that safety measures are institutionalized. Local safety departments should guide companies in identifying and addressing issues, improving overall safety management.
**Fourth, deeply learn from the accident and enhance safety supervision.**
All regions and departments should draw lessons from this tragedy and strengthen safety oversight. Increase awareness through training, improve compliance with safety laws, and promote standardization of safety practices. Strict enforcement of regulations and accountability for those responsible must be ensured.
