The source disclosed to the China Securities Journal reporter that during the "Twelfth Five-Year Plan" period, the annual investment scale of the railway may be reduced to about 500 billion yuan. In 2010, railway fixed assets investment reached 842.625 billion yuan. According to the plan of the Ministry of Railways, the railway will complete 600 billion yuan of infrastructure investment this year, and the railway has completed a total investment of 395.4 billion yuan in the first three quarters. "If the construction speed according to the "Medium and Long-term Railway Network Plan" is stipulated, the railway should maintain an investment of 800 billion yuan per year." The Medium and Long-term Railway Network Plan is a blueprint for China's railway construction as of 2020. It was approved by the State Council executive meeting in 2004. In order to adapt to changes in the economic situation, in 2008, the Ministry of Railways adjusted the Medium and Long-term Railway Network Plan in accordance with the deployment of the State Council. After adjustment, China's railway operating mileage will increase to more than 120,000 kilometers in 2020, and the electrification rate of ordinary railways will reach 60%. According to informed sources, the Ministry of Railways has adjusted the Medium and Long-term Railway Network Plan in accordance with the requirements of the State Council, and no conclusive documents have been issued. The adjustment has a certain relationship with the current investment and financing environment, mainly to adjust some small lines, and the main line will maintain the original planned construction speed.
