Public safety will be incorporated into basic public services
In a recent update, the Guangdong Provincial Department of Finance revealed that the "Outline of the Planning for Equalization of Basic Public Services in Guangdong Province (2009-2020)" has been revised. This revision includes two new key areas: public safety and environmental protection, which are now officially part of the basic public service framework. The plan aims to ensure that all residents have access to essential services, regardless of their location or background.
From 2013 to 2020, Guangdong plans to invest a total of 45 billion yuan in fiscal funds for basic public services. This investment is expected to increase the proportion of basic public service expenditure in the provincial budget from 35.07% in 2012 to 37.67% by 2020. This shift reflects the government's commitment to improving the quality and accessibility of public services across the province.
The original "5+5" framework was introduced in 2008 to address disparities in public service delivery caused by historical, geographical, and institutional factors. In 2009, the first official plan was launched, focusing on key areas such as education, health, culture, and transportation. Over the past five years, significant progress has been made in narrowing the gap between different regions in Guangdong.
As the economic and social landscape continues to evolve, the scope and goals of basic public services have also changed. To align with national standards, the "Planning Outline" was updated to reflect the latest developments. The revision covers five main areas: expanding the coverage of public services, clarifying implementation targets, defining service standards, improving funding mechanisms, and strengthening supporting policies.
With this update, the number of basic public service items included in the outline has increased from 8 to 10. These include four core services—education, healthcare, cultural and sports activities, and transportation—as well as five essential guarantees: employment, medical care, housing, social security, and now, public safety and environmental protection. This creates a balanced "5+5" system that supports both service delivery and long-term stability.
The financial investment in these services is expected to grow at an annual rate of 12.5%, leading to a total of 307.86 billion yuan by 2020. This represents a significant increase from the initial 248.12 billion yuan planned for the earlier period. The revised plan also outlines specific service targets, standards, and responsibilities for two phases: 2013–2015 and 2016–2018.
To ensure the effective use of these funds, the outline sets clear guidelines for each service, including who will benefit, what standards will be met, and how costs will be distributed. At the provincial level, the government is responsible for setting standards and ensuring equitable distribution, while local governments focus on implementation. Through economic development, transfer payments, and population mobility strategies, the goal is to achieve equal per capita public service spending across all regions in Guangdong.
