Public safety will be incorporated into basic public services

In a recent announcement, the Guangdong Provincial Department of Finance revealed that the "Outline of the Planning for Equalization of Basic Public Services in Guangdong Province (2009–2020)" has undergone significant revisions. This update, approved by the Guangdong Provincial People's Government, now includes two new key areas: public safety and environmental protection. The revision aims to enhance the scope and quality of basic public services across the province. According to the department, from 2013 to 2020, Guangdong will allocate a total of 45 billion yuan in fiscal funds for basic public services. This investment is expected to significantly increase the proportion of public financial budget revenue allocated to basic public services, rising from 35.07% in 2012 to 37.67% by 2020. The initiative was launched in 2008 as part of Guangdong’s effort to address the disparities in public service access caused by historical, geographical, and institutional factors. In 2009, the original plan was officially implemented, focusing on improving essential services such as education, healthcare, culture, and transportation. Over the following five years, progress was made in narrowing the gap between different regions within the province. However, with the evolving economic and social landscape, the scope, goals, and implementation strategies of basic public services have also changed. To align with national policies, including the 12th Five-Year Plan, Guangdong revised its planning outline. The updated version expands the number of basic public service items from 8 to 10, introducing two new categories: public safety and environmental protection. This creates a more comprehensive "5+5" framework, combining five core services with five essential guarantees. The financial commitment has also grown substantially. The revised plan projects an average annual growth rate of 12.5% in basic public service funding from 2013 to 2020. Total investment will reach 307.86 billion yuan, up from the original 248.12 billion yuan planned for 2009–2020. This increased funding reflects the government’s strong emphasis on improving public welfare and ensuring equitable access. To ensure the effective use of these funds, the "Planning Outline" outlines specific service items, targets, standards, and expenditure responsibilities for two stages: 2013–2015 and 2016–2018. At the sub-provincial level, the division of responsibilities follows the guidelines set by the Third Plenary Session of the 18th CPC Central Committee, which emphasizes local governance and financial accountability. The provincial government plays a central role in setting service standards, formulating regulations, and providing essential services that require provincial-level support. Meanwhile, regional development, transfer payments, and population mobility are being leveraged to achieve balanced per capita spending on basic public services across the province. This updated approach not only strengthens the foundation of public welfare but also signals a long-term commitment to building a fairer and more inclusive society in Guangdong.
